How time matters in the UN Human Rights Council’s Universal Periodic Review: Humans, objects, and time creation

Abstract The Universal Periodic Review (UPR) of the United Nations Human Rights Council is an innovative monitoring mechanism in international human rights law system. As UPR matures, scholars have increasingly sought to stand back and understand it as a process. In this article, I take work vein further by considering more closely actors involved – humans objects highlighting time creating effects that emerge from relationships between them. Across various stages UPR, range temporalities cyclicality linearity retrogression suspension are produced sustained people, reports, data, lists, microphones, screens, computers, action plans, desks, just name few. argue materially made review process, often micro taken for granted ways. its operation, appears collection temporal assemblages. Or, language drawn actor-network theory (ANT), assortment fluid interweaving sets actants networked together who generate ideas across practice. Apprehending creation material, ANT-inflected way highly significant practitioners interested UPR. It holds potential influence how process can be understood, approached, located within itself larger, actor-network.
